This is exactly why scrum is suitable only for delivery work and not product work towards outcomes.
We taught and used scrum more than 15 years ago as training wheels (on a kids bike) to teach teams the principles of agile back then.
Product teams today have to move far beyond scrum cAND incorporate discovery work into their team specific process, driven by outcomes and defined by increments and iterations, rarely ever getting to the outcome in one iteration.
