Difficult article to write well. There are so many variations out there for your audience to agree on any model that people can relate to that does NOT work.
Clearly you see a pattern in your experience in more than one org, but there are many variants that many people experience.
What can be said is that interactions that share, and improve the relationship and communication between product managers, engineers, designers and user researchers are better than any one of these functions subordinating to any other.
You have a better chance to generate positive outcomes when a PdM, tech lead, experience lead come together in harmony and work together without pointless hierarchy.
