I think you will find that with empowered product teams there is no manager telling people what to do. They don't use scrum. Team may want a facilitator to help keep meetings productive, but largely there is no need to mange the discussion because they work together towards the same goal - that's the difference between a team and a group of individuals. These team's figure out what to do, when to do it, and how to do it themselves because they are not driven by outputs from someone. They are driven by customer outcomes.

You won't find this in enterprise development, or it is very rare.
